Change Stage

CHANGE_STAGE updates the contact stage that defines its configurations_set. Subsequent responses use the new stage.

stage is required. It must be part of the schema enum and match a set configured in the project.

config_key identifies the function made available to the agent. Example names include promoteAgent, transfer, and route.
